Industry input sought on credit scoring
New Brunswick is now looking for feedback from the insurance industry on its plans to do away with credit scoring as an underwriting tool for property policies. Superintendent of insurance Deborah McQuade has released a discussion paper on proposed legislation. Submissions are requested by May 14. The government is concerned about the impact that the use of credit scores and other similar factors is having on the availability and affordability of certain lines of p&c insurance. It is banning their use for auto coverage but is looking for feedback on other uses. “It has been determined that the credit history, credit rating, credit score or credit-based insurance score of a person who would be insured under the contract will be prohibited for underwriting and rating purposes for private passenger auto insurance and for underwriting purposes for residential property insurance,” the government says in the discussion paper. “New Brunswick also believes that the use of credit history, credit rating, credit score or credit-based insurance score for rating purposes for residential property should be prohibited, but is prepared to review proposals from industry on rating mechanisms that provide consumers with true discounts.” The government is also looking at prohibiting a number of factors for private passenger auto insurance and likely for residential property as well. New Brunswick’s brokers are hoping that their government maintains its current intention to ban the use of credit scoring in all lines of business. “The recent note we got from the superintendent suggests that the government may consider allowing some form of credit scoring for property,” Insurance Brokers Association of New Brunswick president Georges Leger said. “I think some of the carriers have been voicing their opinion on this.
