CAMGA calls for specific sector guidance

June 4, 2026 — The Canadian Association of Managing General Agents is calling for more consistent provincial regulation of p&c managing general agents, along with MGA-specific fair treatment of customers guidance that could be adopted across the country.

CAMGA president Pete Tessier said the association wants to work with regulators and industry partners on a framework that protects consumers and recognizes the role MGAs play in the market.

“CAMGA believes the time is right to present a thoughtful and constructive framework for MGA regulation in Canada,” he said.

In a research paper released last week, the association said MGAs have become a distinct and important part of the Canadian insurance market, but current oversight remains fragmented and is often built around broker or agent rules that do not fully reflect how MGAs operate.

The paper was written by Patrick Ballantyne, former CEO of the Registered Insurance Brokers of Ontario and former chair of the Canadian Insurance Services Regulatory Organizations.

He joined CAMGA in an advisory role in December.

“MGAs play an increasingly important role in the Canadian insurance marketplace, yet regulation has not evolved in a consistent way to reflect the unique nature of the business model,” Mr. Ballantyne said in a statement.

“This paper provides practical recommendations to strengthen consumer protection, improve regulatory efficiency, and better align oversight with the operational realities of MGAs.”

The central recommendation is that CISRO, CAMGA and other stakeholders develop MGA-specific fair treatment of customers guidance for adoption by provincial regulators.

CAMGA said that approach could create a practical national standard without waiting for each province to amend legislation.

Another recommendation is that MGAs publish an annual statement of compliance with any future guidance, signed by a designated individual and other business principals where appropriate.
Insurers and brokers could include the statement in their due diligence when deciding whether to work with an MGA.
